how do i get the ratings bumper to constantly work it doesn't seem to want to function most of the time

You'll want to make sure that in the Configuration for the add-on, you have everything set. You'll find the ratings bumpers settings under the Feature menu item in the Configuration. Make sure to set your default ratings system, and pick your style of Ratings Bumper from the ones you downloaded from the site and extracted to the right directory.

Also, remember if you have more than one feature, you set it up per feature.  If you only set it up on the first one, it will work for the first one, but then not for the second.

You can also set the default universally via the add-on Configuration, and then set the Feature module to use the default.
